Why Rwanda is a natural market for Korean used cars
Rwanda is structurally well suited to Korean used cars. The country drives on the right, and only left-hand-drive (LHD) vehicles can be registered — right-hand-drive vehicles are limited to temporary permits of up to two weeks. This effectively excludes Japanese RHD used cars, while every Korean used car is LHD and fits exactly.
On top of that, Rwanda has no age limit on imported vehicles. Unlike Kenya (8-year limit) and several neighbors, older vehicles can be imported — and depreciation is applied to the taxable value, so older cars actually pay less tax. A well-maintained Korean car with some years on it can land in Kigali at a reasonable total cost.
Shipping routes — two gateways
Rwanda is landlocked, so vehicles enter through neighboring ports. There are two routes:
- Incheon → Dar es Salaam (Tanzania) → overland → Kigali (Central Corridor)
- Incheon → Mombasa (Kenya) → overland → Kigali (Northern Corridor)
We have shipped on both routes. Based on our recent shipments, ocean transport from Incheon to either port takes about 30 days by container.
Shipping to Rwanda is by container. Container freight works on the basis of two or more vehicles per container; single-vehicle shipments to Rwanda are not available.
From the port to Kigali, inland transport and Rwandan customs clearance are arranged by the buyer directly, through a local clearing agent of the buyer's own choosing. Our service covers the ocean leg to the port of arrival; we are not able to arrange or advise on the inland leg.
Transit time
Ocean leg: about 30 days (our actual container shipments). Inland transit and clearance time varies depending on customs and the clearing agent.
Import rules and taxes at a glance

- Steering: LHD only for registration — every Korean car qualifies
- Age limit: none; age-based depreciation lowers the taxable value of older cars
- Main taxes (on CIF value): import duty 25% + excise (varies by engine size) + VAT 18% + withholding 5%
- Registration fee: flat amount by engine-size band (e.g., around RWF 250,000 for 1,501–3,000cc)
- Documents: original Bill of Lading, commercial invoice, original registration/de-registration certificate from the exporting country, import declaration (IDF), buyer's TIN; clearance goes through the Rwanda Revenue Authority's electronic single window
- EVs and hybrids: tax incentives can significantly lower the total cost
When we ship, we courier the original B/L, the Korean Export Declaration, and our inspection sheet — so all Korea-side documents needed for Rwandan clearance are covered.
